Angaron Dagorhir - Chapter Contract

Every chapter must sign and follow a contract with the DBGA.
In addition to the Chapter Contract each Chapter should have its own set of Bylaws to help give shape the chapter and organize how its membership and admins are meant to work together. Bylaws are also required if you want to be recognized within the state or by the IRS.

Angaron Dagorhir - Chapter Bylaws

3-31-2018, V1.2
Note: A printable pdf version linked to our Google Drive can be found here
As needed, parts slightly reworded for clarity, typos, or grammar issues will be in red.
  • Changes outside of what these Bylaws allow the admins to tweak will require proposals and voting.
Recent policy changes will be made in green.
Things required, either from the DBGA via the Chapter Contract, the IRS, or PA State Law will be noted in blue.
(Note, some of the parts are copied directly from official documents.)

Introduction & Statement Of Purpose

The world of Dagorhir is vast. It is a national hobby, a recreational sport / game and social club. It is filled with education that you cannot get in your everyday school. It is a world of betterment for your fellow man (and woman) and a place of acceptance, encouragement and camaraderie. We are a community building, socializing and recreational non-profit organization.

Angaron, an official chapter of the Dagorhir Battle Game Association (DBGA), strives to be all of this and more. Our chapter started as a small group in Pittsburgh, PA with no money and no organization to speak of. Since then Angaron has grown to engulf a large strip of Western PA and even has some members in Ohio and Philadelphia.

Our practices and events are open to the public and we generally don't like to turn people away (within reason). Dagorhir has a rule book, Code Of Conduct and uniform/garb code for participation. Angaron also has steps and rules for active membership and voting rights.

1. Chapter Requirements

1.1. A Chapter is defined as any group that holds Dagorhir events for its membership and is recognized by DBGA under the terms of a Chapter Contract. Realm is the in-game word for Chapter.

1.2. Chapter Membership is defined as those people who regularly attend that Chapter's Events.

1.3. A Chapter has a geographical basis defined by membership participation. However, no Chapter may claim an exclusive geographic location or boundaries as their membership. (e.g., No Chapter can "claim" the state of Colorado as their Chapter’s exclusive territory.) If the people claim Angaron and regularly hold official Dagorhir events as Angaron then they are Angaron.

1.4. Chapters must always have at at least 3 admins: Head Administrator, Co-Administrator and Bookkeeper. At least 2 of these positions must be held by people that are 18 or older. The job of these 3 administrators is to work together to ensure the Chapter meets/follows all Chapter Requirements (Organize, communicate, grow the realm, host official Dagorhir events…)

1.5. Leadership roles should not be automatically filled by the same people for years on end. We do not want dictators here. Regular voting should occur for all 3 leadership roles and the voice of every active member of the realm should be heard.

1.6. Chapters must keep attendance records and membership records, and this information must be available to the DBGA.

1.7. Chapters must hold official Dagorhir events on average at least once a month.
Events can include: Battles, Demos, Builds & Garb Required Practices
  • Note: The “one event per month on average” rule means that if part of the season is not amenable to certain official events due to weather, you would just need to hold more through the summer. The average is across the entire year.

1.8. Official events must be open to all members of the Chapter, and to Dagorhir, and to anyone who is interested in taking part. (Within reason.)

1.9. All members should be treated equally and fairly, without regard to race, sex, sexual orientation, gender identity, national origin, color, creed, or religion. Any restrictions instituted for safety and/or reduction of liability must be fair and nondiscriminatory.

1.10. The Chapter contract mentions the Dagorhir Gaming Rules System, and that document is the Manual of Arms (MoA). These are the rules for the game, not just the Ragnarok event. It should be public knowledge among all Chapter members.

1.11. Chapter Bylaws should not be unfair.

1.12. All Chapter and Unit financial records must be publicly available, because we are a non-profit organization.

1.13. Chapters may add rules as long as they do not negatively affect safety or break the chapter contract.

1.14. If a Chapter is not keeping up with their Chapter Contract, they may not be given the same say in the RWC as those chapters who do keep up to date with paperwork and notifications and abide by all their requirements and obligations. It is on Chapter Leaders to provide Chapter information to the official Chapters Team.

1.15. Chapter information and questions/complaints that need escalation should be sent to: Chapters@Dagorhir.com

1.16. Dagorhir has a game-wide Code Of Conduct which can be viewed here. It was put in place to expand on existing rules and must be followed by all Dagorhir attendees, visitors and members.

1.17. All Dagorhir events are subject to the Participant Safety Provisions outlined in the chapter contract (Unknown individuals must show valid photo ID and be checked against the national Ban & Suspension List.)

1.18. Units are not officially sanctioned within Dagorhir and as such the DBGA has not set up any specific rules/regulations regarding them other than the people within them must be under chapter contract and following the MoA. Units can run themselves however they choose as long as they do not violate this. Chapters often set up other rules to dictate requirements for voting rights and other privileges given to units.. A “national” unit is one that has members hailing from multiple realms (chapters). A national unit is, therefore, technically able to have voting status in whatever chapters that offer them a vote or wherever they meet the qualifications to have said vote.

2. Angaron Membership / Army Of Angaron

2.1. The Army of Angaron (AoA) are the people of Angaron as a whole. Angaron is our nation, it is our Realm.

2.2. The AoA consists of every active member of Angaron. People can take on a more “leadership” role within the AoA but it is NOT a unit, it is simply the term for the entire membership of Angaron as a whole.

2.3. To be considered “active” a member has to:
  1. have filled out the Angaron Census
  2. show continued interest in the future and well-being of the Realm
  3. have claimed Angaron as their Realm at a minimum of 1 official Dagorhir event (garb-required practices count) within the past 12 months

2.4. Mercenaries exist. They are citizens within the Realm but have no loyalty to it and choose to waive voting status.

2.5. Units are seen as specialized groups within the AoA.

2.6. Units in good standing are permitted to host events in the name of Angaron - making them official Dagorhir events - after clearing the date with the Chapter Administration and surrounding realms / units. The event should be announced to the DBGA asap. (Sharing it to the National FB group will get it on the Events list of the official Dagorhir FB page)

2.7. Active members of the AoA each get one vote per situation during Elections and Policy Changes. (Because we need an accurate reflection of the entire realm - every person gets to have their voice be heard, whether they’re in a unit or not.)

2.8. Note: This term explains who we are as a people when we come together. All Angaron residents are simply members of our Army. To call the AOA to battle is to call all of us - unit or not - to come together.

3. All Units

3.1. A unit is a group that has chosen to band together for whatever reason: friendship, fighting style, advancement/opportunity etc.

3.2. A unit may rule themselves however they choose: democratic, monarchical, militarized, etc., as long as they follow the Chapter Contract and MOA.

3.3. A unit may create a treasury that holds any profits from dues and and fund-raising and such. These funds may be applied towards national event fees and material costs associated with Dagorhir. Regardless, the financial information must be kept up to date and publicly accessible - all units must help maintain Dagorhir's non-profit status.

3.4. No unit may prevent a member from leaving their unit. Once the person has “tendered their resignation”, they are no longer considered part of that unit.

3.5. Units are responsible for keeping the Realm Admins updated with leadership and Point-of contact information as well as membership and attendance information.

4. Units Of The Iron Table (Special Units)

4.1. A Unit Of The Iron Table is a unit that has met all requirements and has achieved special privileges and rights within the realm of Angaron.

4.2. An application form can be found on the Resources page of the chapter website.

4.3. Iron Table Units must have an official veteran sponsor, where the veteran has at least 2 years of experience and has attended at least one camping event. Note: sponsor does not have to be a member of the unit in question.

4.4. Iron Table units may have a collective vote exclusive to Angaron. While individual members may have voting rights in other chapters, the unit collectively may not. If an Iron Table unit has a collective vote elsewhere, then the unit's Angaron vote is forfeit. However, they may retain all other rights described within. This is to keep chapter issues among the chapter and not pad any chapter's / groups votes or agenda at RWC.

4.5. Iron Table Units must care about the future and well-being of Angaron.

4.6. Iron Table Units must have at least 5 active Angaron members that are specific to that unit alone. (Active status is descibed in Section 2.)

4.7. Iron Table Units must have at least one member sufficiently experienced enough to perform the duties of Herald and Weapons Checker.

4.8. Iron Table Units must pledge the services of their weapons checkers and heralds for short shifts of volunteer work, if needed, at Angaron events.

4.9. If the validity of an Iron Table Unit or Iron Table Unit Member is questioned, the unit must be able to show proof that it meets all Iron Table requirements. Proof can be attendance logs, waivers, pictures, video, etc)

4.10. If an Iron Table Unit fails Iron Table criteria, the unit loses its Iron Table status and any rights and privileges that comes with it.

4.11. Should a former Iron Table Unit pass all criteria again, the rights and privileges of the unit’s Iron Table status shall be restored. The unit does not have to fill out the application again, the Head Admin just has to be notified of the change.

5. Iron Table Unit Rights and Restrictions

5.1. Iron Table Units are granted a Unit Vote. It is equivalent to an extra single-person vote during all Elections and Realm Policy Changes.

5.2. Iron Table Units are permitted to borrow against Angaron's treasury for an event, but must pay back the treasury regardless of the event's profit and/or loss. Extra profit from Iron Table Unit’s events can be applied to the unit’s own Treasury, if they have one. If not, it can go into the Realm treasury. Regardless, The Treasury holds any profits from dues and and fund-raising and such. These funds may be applied towards national event fees and material costs associated with Dagorhir. Keep in mind, all financial information must be kept up to date and publicly accessible - all units must help maintain Dagorhir's non-profit status.

5.3. Iron Table Units can design and submit advertisements and recruitment pictures to chapter administration to have displayed on the official Realm website and Facebook pages. Specialized contact/recruitment forms can also be added to the Realm Website which directly emails a member of the Iron Table Unit.

5.4. Iron Table Units agree on a waiting period of 3 months before they can accept a
new member that is leaving a different Iron Table Unit. *Exception: this 3 month rule is waived for people leaving to create a new unit.

5.5. Iron Table Units that fail to follow the Chapter Contract, Code Of Conduct and/or Chapter Bylaws may be formally stripped of a their voting rights and privileges.
  • Chapter Administration reserves the right to place a temporary halt on an Iron Table Unit’s chapter-given privileges in the event they are accused of a serious situation.

6. Local Officers/Wardens (Appointed Positions)

6.1. Local Officers (Wardens) – Any region may choose to appoint a local officer to help resolve local issues, train new recruits or represent them when contacting other units, regions or Chapter Administration.
  • A good way to view this is the spokesperson / voice of an area, generally the one/ones running a specific practice site.

6.2. Chapter Administration should be notified of the appointment of, or change of, an area Officer/Warden.

6.3. The members of a region do not have to use the appointed representative, but they are there to help if needed/wanted.

6.4. Chapter Administration has the ability to veto/undo Officer/Warden decisions if they deem it necessary.

6.5. In general, majority voting for War Council trumps all previously made Officer/Warden decisions.

    • Should our chapter become defunct we can use the treasury for one last event. Or donate it. BUT THERE MUST BE ADEQUATE DOCUMENTATION!

  • Understand that all three admins are meant to work together.
    1. The Head Admin has a slight focus on the overall organization of the chapter, events and communication. The other two are there to help, taking cue from the head admin.
    2. The Co-admin has a slight focus on making sure our rules, bylaws, records, complaints, ban list, etc. are accessible to our members, are kept up to date and followed. The other two are there to help, taking cue from the co-admin.
    3. The Book Keeper has a slight focus on the money and property records as well as getting the things to where they need to go when it needs to happen. The other two are there to help, taking cue from the book keeper. Note: The money registers are coded to do all of the math automatically as things are entered.

10.2. They may be nominated by anyone. They may be submitted publicly by oneself, a rep, a unit leader or by current leadership.

10.3. Should a nominee be uninterested, they can decline their nomination at any time.

10.4. The term of each position is one year.

10.5. The deadline for nominations is April 30.

10.7. The election results will be announced (with a printout) at Angaron War Council.

10.8. Removal of a Chapter Admin prior to the end of their term should only be necessary if their actions cause the chapter to breach contract. At that point the Admin in question will have failed at doing the job they were elected to do and put the whole chapter in jeopardy. In this case, they are to be removed from office immediately and the DBGA notified.

10.9. Should an Admin be removed or choose to step down the other two admins will act together as interim until a new election can be held. If Ragnarok is within 6 months, the election will take place at the normal time. Otherwise, a special election for the remainder of the term will be held within 2 months.

  • 11.1.2. Each active Angaron member in good standing on the Realm Roster will be able to vote, they will receive a single-use Voter ID and Voter Key. A person can choose to abstain from voting on a subject.
  • 11.1.3. Iron Table Units receive a “unit vote” which is equivalent to one extra person getting a vote. (This gives a bit of padding to the units but does not overpower them like in the past.)
  • 11.1.4. The Unit of the Founding Fathers (Clan Akiyama) receive a “unit vote”.
    • Our chapter founder Sechiiro (Lu Torrefranca) and his unit, Clan Akiyama, include some of our most devoted members. They have continued to support this realm regardless of anything else. Every time this realm needs help they are here for us. Our symbol is the phoenix, well Clan Akiyama is the mystical fire that birthed and continues to support that phoenix. And we thank them.
  • 11.1.5. Majority wins.
  • 11.1.6. The results will be printed, brought and officially announced at Angaron War Council.

11.2. Note: We must have an accurate reflection of the entire realm - every person gets to have their voice be heard, whether they’re in a unit or not. Units aren't overpowered or the sole medium of change this way and remember: not all members of units may agree with each other on certain issues nor may they agree with what their “unit vote” is.

11.3. Angaron War Council is where all Realm-specific official changes are announced.

11.4. Angaron War Council is to be held once a year during Ragnarok for:
  • Leadership election announcements.
  • Information/item exchange for new Leadership
  • New realm policy changes to go into effect.
  • Realm policy discussions
  • Important issues

11.5. Any member of Angaron may attend, speak and bring issues to War Council to be discussed.

11.6. Decisions made by the Chapter Administration can be overridden by majority vote , as long as it doesn’t put us in breach of the Chapter Contract, national rules or any laws. However, the decision will need to be part of an official proposal submitted prior to the opening of our voting season.

11.7. If a proposal is being discussed that had not been on the agenda for voting it will have to be voted on at a later time.
  • To get a proposal on the agenda for voting check out the realm website under the resources section for the AWC Proposal Form. (It will be there soon.)
  • If a proposal is denied by Chapter Leadership a checklist will accompany a return message detailing why, and if the proposal might be fixed and re-submitted for acceptance.
  • The deadline for proposals leading into the upcoming Angaron War Council is April 30th.

11.8. A War Council minutes/summary announcement must be made in a timely manner following all War Council meetings. All leadership changes and any approval/denial decree of policy changes will be included. This allows all members to see for themselves what happened at the War Council if they could not attend.
12. Additional Voting Sessions / War Councils

12.1. Additional Voting Sessions and/or War Councils may be called by Chapter Administration as needed.

12.2. For Additional Voting Sessions the following conditions must be met:
  • the purpose has to be important and time-sensitive. Our online voting program costs money.
  • the situation has to be something that the Chapter Admins cannot do alone
  • voting will be open for two weeks.

12.2. For Additional War Councils the following conditions must be met:
  • there must be a significant purpose
  • one month advance notice is given
  • all 3 chapter admins must be present
  • any active Angaron member in good standing is welcome to attend and speak
  • following the War Council, a summary is written and made available online for those not in attendance.

12.3. In the event that a War Council is needed for discussions but not possible in person or an emergency situation arises that all need to be made aware of, the Facebook group Angaron War Council can be used. When having Online War Councils:
  1. Chapter Administration should have access as well as any Local Officers/Wardens and leaders of Iron Table Units.
  2. A War Council minutes/summary announcement must be made in a timely manner following the War Council meeting.

13. Policies & Forms

13.1. This section, things referenced in it and items connected to it may be amended or altered by the administration team without need for realm approval. It is intended to provide guidance on how the administration team will work with the realm and how the realm should work with the administration team.

13.2. Policies include, but are not limited to:
  • Updates regarding the game-wide rules and regulations of Dagorhir
  • Updates regarding laws and their connection to us
  • Amendments for clarification purposes (not actual change of policy), informational sheets, important dates, etc.

13.3. Forms include, but are not limited to::
  • Realm Census
  • Iron Table Unit Application
  • Realm Incident Report

  • Angaron Annual Voter Registration Form

14. Angaron at Ragnarok

14.2. The following is being put into place to help our Realm become organized and ensure we have a place at Ragnarok from now on.

14.3. Angaron Camp Master
  • 14.3.1 It is the Head-Administrator’s job to post online, looking for a volunteer to act as the upcoming year’s Camp Master at Ragnarok. This should be done promptly by the first of August.
  • 14.3.2. An post has one week to be up.
  • 14.3.3. The first *responsible* person who volunteers, the Head-Administrator will accept
  • 14.3.4. Troll asks for Camp Masters to start Registering their camps in September - October. Pre-registrations open in November and if your Camp Master didn't register your camp, it won't be on the list for people to choose from when pre-regging.
    • The volunteer must send the required email for Camp Master Registration AND cc the chapter management.
  • 14.3.5. If no one volunteers or the volunteer falls through - Chapter Administration must discuss the situation and are required to find a replacement.
  • 14.3.6. Each Camp is required to have certain things. Once the Camp Master receives their instruction packet from Troll they are to contact the Book Keeper for information on the needed items (if the realm has them) or funds to acquire them.

14.4. Volunteers for Saturday Camp Set Up
  • 14.4.1. The Realm Leadership should post online looking for at least 2 other volunteers to pre-reg for Saturday arrival.
  • 14.4.2. After landgrab these people will work together to set up camp borders, fire ring, torches, tents, order firewood, etc.

14.5. Creation of Angaron @ Ragnarok __ FB Group
  • 14.5.1. Rag Group should be set to private and only for those camping Angaron that year.
  • 14.5.2. Invites can be sent to those interested in camping Angaron. All discussion involving Angaron Camp can take place there.

14.6. Angaron Pre-registrations
  • 14.6.1. Get the word out to those interested in camping Angaron that the more pre-registrations Angaron camp has the better our position in line for Land Grab will be, which is important if we need to find a new site or expand.

14.7. Camp Notes
  • 14.7.1. Camping Angaron requires a pre-Rag donation of at least $5 to the camp’s Fire Wood expenses. We have a phone number to order a truckload of wood. This donation can be done in person to the Camp Master or via “friends and family” paypal email to: AngaronTreasurer@gmail.com
  • 14.7.2. The Camp Master should post in the FB Rag Group about volunteers and items as needed.

14.8. Camp Meal Plan (optional)
  • 14.8.1. If Angaron chooses to do a meal plan, the meal plan will be optional. If put into effect, it will be planned out, written up and posted about in the Angaron @ Ragnarok event page.
